The diffculties for authorities to convince the inhabitants to evacuate, to go into shelters, or in other ways to act in protection of themselves are mentioned. The positive effects of keeping families intact during disasters are discussed as are the difficulties in keeping the families together with high employment rate of both men and women. The need for active two-way exchange between planners and researchers is stressed.
