The RAND Center for Terrorism Risk Management Policy (CTRMP) provides research that is needed to inform public and private decisionmakers on economic security in the face of the threat of terrorism. This book offers a method for constructing an estimate of city risk shares, designed to perform well across a wide range of threat scenarios and risk types. It also proposes and demonstrates a framework for comparing the performance of alternative risk estimates given uncertainty in measuring the elements of risk.
