A comprehensive approach to properly characterizing the flammability of composite materials is outlined. Laboratory-scale tests are described which provide measures of material ignitability, flame spread rate and heat release rate. Rather than expressing these mearures as arbitrary indices, they are interpreted in terms of models of the controlling phenomena designed to provide information that can be generalized to full scale contexts, particularly compartment fires.
