Using experts knowledge is considered as an effective way of determine complex fire problems where statistical records not are avaliable. The Delphi technique is chosen to be the most appropriate means for handling experts' views. The different elements which pertain to the dwelling fire safety is chosen by the Delphi group in a hierarchical interaction framework. There is an discussion about some of the issues assosiated with the Delphi technique. An established hierarchical strusture is examined and modified in this studie.
