An operational concepts for an Emergency Medical Command and disaster reports and the anticipated conditions attending a nuclear attack. A conceptual EMCCS model is described in terms of system elements, types of information circulated, communications links and traffic load determinants. A general approach to implementation of an EMCCS is described with a brief discussion of constraints imposed by current commitments and projected changes. The importance of validating the conceptual EMCCS is discussed and future research is suggested.
