Rapporten undersöker hur Finland, Norge och Sverige kan fördjupa det gemensamma samarbetet i syfte att förbereda för tänkbara störningar i gränsöverskridande flöden av kritiska varor och tjänster. Sex områden (samhällssektorer) studeras: infrastruktur för elektroniska kommunikationer, energiförsörjning, livsmedel, finansiell infrastruktur, läkemedel och transporter. Genom att sammanställa 28 preliminära teman för fortsatt samarbete, fungera rapporten som ett diskussionsdokument för beslutsfattare och experter. Det gemensamma projektet genomfördes 2019/2020 av Försörjningsberedskapscentralen (NESA), Nærings- og fiskeridepartementet (NFD) och Myndigheten för samhällsskydd och beredskap (MSB) med stöd av Totalförsvarets forskningsinstitut (FOI) och Forsvarets forskningsinstitutt (FFI). The report explores the ways in which the three Nordic countries could deepen their trilateral cooperation to prepare for potential disruptions to cross-border flows of critical goods and services. The report addresses six sectors in particular: communications and digital networks, energy, food, financial infrastructure, pharmaceuticals, and transport. By compiling a total of 28 provisional themes for further cooperation the report serves as a discussion paper for policy-makers and experts. The Finnish National Emergency Supply Agency (NESA), the Norwegian Ministry of Trade, Industry and Fisheries (NFD), and the Swedish Civil Contingencies Agency (MSB) jointly conducted the research during 2019/2020 with support from the Swedish Defence Research Agency (FOI) and the Norwegian Defence Research Establishment (FFI).
