HELCOM (Baltic Marine Environment Protection Commission – Helsinki Commission) is the governing body of the Convention on the Protection of the Marine Environment of the Baltic Sea Area, the so called Helsinki Convention. Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Poland, Russia and Sweden are, together with the European Union, the Contracting Parties to the convention. The aim of this survey is primarily to identify those conclusions that may be of importance to an exercise framework for the response to pollution on the shore. Furthermore, aspects of potential interest to the future development of the exercise framework for exercises at sea should also be noted.
