Feasibility of use of non-ocd sponsored large shelter occupancy tests for research : Final report

The purpose of the project described herein was to determine the feasibility of non-OCD sponsored large shelter occupancy tests for research purposes. The definition of answers to the feasibility question was accomplished via two approaches: (1) field contact of a sample of organizations, and (2) retrieval and consolidation of related data collected during the conduct of past research for the Office of Civil Defense. The results of the study indicate that the general proposition of a sponsored large shelter habitability exercise is unfeasible. Qualifications to this general conclusion in terms of geographic location of respondent, type of responding organization and specific exercise characteristics are included in the report, as well as suggestions for further exploration.
