Pedestrian capacities of shelter entrances : final report

A study was made to assist in quantifying pedestrian capacities of entrances to civil defense shelters. Observations of actual pedestrian flow were made on 21 occasions at 16 sites using both photographic and manual methods. The data indicated that rates of flow of 20 persons per foot-width per minute or more are attained if conditions are favorable and rates of over 30 persons per foot-widt per minute were observed on three occasions. The rate of 25 persons per foot-width per minute is recommended for planning movement into shelters if conditions are favorable. No significant relationship could be established between walking speed and concentration.
